TITLE: PROCUREMENT OF CIVIL WORK CONTRACTOR FOR THE COMPLETION OF THE CONSTRUCTION OF REMEDIATION WORKS AT AMUDA-ACHARA ISUOCHI GULLY 
EROSION SITE IN ABIA STATE
 
The Federal Republic of Nigeria has received financing from the World Bank toward the cost off the Abia State Nigeria Erosion and Watershed management Project (ABS-NEWMAP), and intends to apply part of the proceeds to cover eligible payments under the contract for the Construction of Remediation works at Amuda-Achara Isuochi Gully Erosion Site, Abia State.
 
The Abia State Nigeria Erosion and Watershed Management Project (ABS-NEWMAP) on behalf of Abia State Government now invites sealed bids from eligible bidders for the Construction of Remediation Works at Amuda-Achara Isuochi Gully Erosion Site in Abia State (“the works”)  
 
1. Site Description Amuda-Achara Isuochi is located in Umunneochi Local Government Area of Abia State. The major excessive runoff from the timber shed being the gully head thereby rendering the two communities inaccessible.

3. Scope of works: The construction works is for a period of sixteen (16) calendar months and shall include but not limited to the following:
a. Gully Interception of all water causing the erosion and safety diverting through the water ways down the gully.
b. Bed Stabilization and construction of energy dissipaters to minimize the flow of velocity and reduce the erosive force of the flowing water, and trap sediments that will partially fill the gully bed.
c. Gully bank stabilization and watershed management.
d. Suitable bioremediation in accordance to the recommended design.
 
4. Eligibility Criteria: To be eligible for the construction works, bidders must demonstrate the possession of necessary financial capability, experience and equipment to successfully execute the works. The bidder must meet the following criteria.
a.  Possession of construction experience as a Prime Contractor for at least the last ten (10) years which includes the practical knowledge bioremediation techniques of flexible structures and must be familiar with the State’s ecosystem, hydrology, terrain and ecological challenges.
b. Demonstrate that it has access to or has available liquid asset to meet cash flow requirement for N200Million.
c. Must have a minimum of two similar contracts with a minimum value of NGN 180 Million in the area of Gully erosion in the last five (5) years and in the role of prime contractor or as a JV member.
d. Minimum average annual turnover in construction work of at least N1billion in the last five years in works that have been successfully completed.
e. Provide evidence of firm’s corporate registration in Nigeria.
f. Own a substantial proportion of the construction equipment required to successfully execute the Contracts; 
g. Provide Annual audited account for the last 3 years to demonstrate the current soundness of the applicant’s financial position and its prospective long term profitability;
h. Have no history of court/arbitral award decisions at least for the past five (5) years;
i. Bidders are required to submit an Environmental, Socio, Health and Safety (ESHS) Management strategies and implementation plans required to manage the key ESHS risks o f the project as outline in the relevant sections of the bidding document. The suitability of the proposed strategies and plans will be assessed as part of the bid evaluation criteria.
j. Bidders are required to submit an Environmental, Social, Health and Safety (ESHS) code of conduct that will apply to their employees and sub-contractors and details of how the bidders intends to enforce its compliance. Additional information on experience and capabilities requirement for the works are provided in the bidding document.    
 
5. Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank's Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers. Revised Juli 1, 2014 ("Procurement Guidlines"), and is opne to all eligible bidders as defined in the Procurement  Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the new World BAnk's policy on conflict of interest

7. A complete set of bidding document in English Language may be purchased by interested and eligible bidders upon the submission of a written application on bidder's letterhead to the address upon payment of a non-refundable fee of Twenty Thousand Naira (N20000) only and presentation of a Bank Teller made in favour of

8. Bids must be delivered to the address above on or before 12:00 noon local time on Monday June 11,2018. Electronic submission of bids will not be permitted.
 
9 Late bids will be rejected. bids will be publicly opned in the presence of the bidders' designated represented and anyonewho chooses to attend at the address below. All bids MUST be accompanied by a Bid Security of not less than the amount Being Fifteen Million Naira Only.
 
10. A Pre-bid meeting would be geld at the address below on June 4,2018 which is 2 weeks before the Bid Opening date by 12:00 noon to allow potential bidders seek clarifications on the bidding document.
