  1. INTRODUCTION

The Nigerian Shippers Council (NSC), a parastatal under the Federal Ministry of Transportation in partnership with the Oyo State Government (OYSG) is desirous of developing an Inland Dry Port in lbadan. Oyo State through Public Private Partnership (PPP).

NSC invites interested firms and/or consortium of firms to participate in the qualification process for the selection of a Private Partner through a Competitive Bidding (CB) process for the development of the lbadan Inland Dry Port (IIDP). The selected Private Partner shall undertake the Design, Finance Build, Operate Maintain and Transfer (DFBOM1) based on Terms and Conditions to be set out in the Concession Agreement The overall objective of the selection process will be the successful procurement of a concessionaire with technical and financial capability for the optimal benefit of the country.

  1. PROJECT OBJECTIVE.

 A major policy goal of IDP development is the control and reduction of the high cost of maritime freight to Nigerian hinterlands and by extension Iandly (landlocked) counties In keeping with this policy goal the development of IDPs will he in simplifying tariffs and processes at the ports and enhance operational efficiency of cargo shipment to and from Nigeria.

The proposed IIDP will have a modular design with opacity to handle 40,000 TEUS per annum with potential for future expansion. A land area measuring 40 Hectares has been earmarked for the dry port at Olorisaoko on the Iseyin-lbadan road axis on the northern outskirts of Ibadan. The nearly 875Icm Lagos-to-Kano standard-gauge railway line currently under construction is in its planned alignment intended to go past the site location which is also to serve as a passenger terminal.

The IIDP shall provide a full complement of cargo handling and storage facilities to guarantee its economic viability. The proposed facility shall consist of a container stacking area, an office complex fall3Padmirristiation and Customs and other regulatory agencies, a container freight station with an adjacent stuffing and stripping area that will also serve as customs inspection zone, a loading/unloading area for trucks carrying LCL-cargo, an equipment parking area dedicated also to maintenance and repair activities, and finally a container interchange including a truck parking area outside of the IDP boundary.

  1. REQUIREMENTS FOR QUAUFICATION

Interested firms and/or consortium are required to pay a non-refundable amount of NGN100, 000.00 (One Hundred Thousand Naira) in favor of the Nigeria Shippers Council through the approved govemment channel.

4. SUBMISSION OF APPLICATION. To participate in the qualification process, interested firms and consortia should submit four (4) printed and bound copies as well as a soft copy in a sealed envelope dearly marked 'APPLICATION FOR THE DEVELOPMENT OF IBADAN INLAND DRY PORT".

The lead firm's name should be dearly printed on the reverse side of the envelope and addressed tome Executive Secretary/CEO, Nigerian Shippers' Council, Na 4, Otunba Ayodele Soyode Lane, Apapa, Lagos Applications should contain the following information:

1. Evidence of firm or consortium registration including Certificate of Incorporation or equivalent registration documents

 2. Tax Clearance Certificate for the last 3 years (2016-2018)

3. Profile of the firm/consortium including organizational structure, staff strength, clientele, contact details (phone number email, contact person);

4. 3-Year audited accounts for the years 2015-2017 and management account report for 2018.

5. Evidence of experience in financing operating and managing similar facility; and

 6. Any other relevant information that would enhance the chances of firm or consortium qualification.

The sealed envelope should be registered at the Procurement Unit on the 2rufloor, B wing, Shippers Towers, 4, Otunba Ayodele Soyode Lane, Apapa, Lagos and delivered in a tamper proof box on the 2nd floor not later than 11.00arn on Tuesday, 16th April, 2019. RFQ requirements and Project Information Memorandum will be available in the online portal for parties that paid and registered to participate in the qualification process.
